To do this, follow the below steps...
  • Open Settings
  • Scroll down and click on Apps.
  • Select Download Manager
  • Click on Permissions and Turn ON Storage.

For sure that will help. If not, try using other methods.

If download manager seizes to work, it could be as a result of wrong settings and to reset app preference is a better idea to put download manager settings back to place.

And to reset app preference,

NOTE: Doing this may reset settings on all apps including built-in and third-party apps. To avoid that you should consider Reinstalling download manager updates.

Method 4

REINSTALL UPDATE

I know you must have tried the above methods and if it doesn't resolve the Download Manager error for sure method 4 will.

Try deleting current Download Manager, install older versions, Install the same version or install an updated version I believe that will help. Before you install, don't forget to allow installation from Unknown Sources.
  • Open Settings
  • Scroll down and tap on Security(it might be accompanied with '&'. I.e Security & Location or Location & Security or might stand alone), all the same.
  • After that, scroll down and turn ON Unknown sources
    Turn ON Unknown sources Android
